What Should I Know About Living in Norterra, Arizona?
Norterra is a Phoenix planned unit development at 19th Avenue and Happy Valley Road. Here is what to know about access, trails, shopping, schools and the PUD boundary.
The site has street frontages on 19th Avenue, Happy Valley Road, Jomax Road and Norterra Parkway, and City of Phoenix zoning records place the Norterra area between Jomax Road on the north, Happy Valley Road on the south, the I-17 Freeway on the west and 19th Avenue on the east. For daily life, the practical facts are the arterial and freeway access at Happy Valley Road and I-17, the Shops at Norterra retail core, the Phoenix Sonoran Preserve trail system to the north, and the Deer Valley Unified School District attendance boundaries that you confirm by address.
What Norterra is, in plain terms
Norterra is a master planned area in north Phoenix governed by a Planned Unit Development, which is a zoning tool that sets its own development standards for a specific piece of land.
Where the PUD does not address a subject, the Phoenix Zoning Ordinance controls. The City of Phoenix staff report for case Z-3-A-15-1, dated January 3, 2020, states that development of the master planned community must comply with the Phoenix Zoning Ordinance except where the PUD development standards specifically say otherwise. That matters when you are reading a builder's marketing material and trying to work out which rules actually apply to a lot.
Norterra sits inside Phoenix City Council District 1 and inside Deer Valley Village. Addresses on Norterra Drive fall in the Deer Valley neighborhood of Phoenix and in ZIP Code 85085.
The freeway and arterial access that shapes daily movement
Happy Valley Road is the primary east-west route serving Norterra. The site is accessed by Happy Valley Road to the south and Norterra Parkway to the east, and the Norterra Parkway and Happy Valley Road intersection operates as a signalized intersection.
The Norterra PUD is less than one mile from the full diamond interchange at Happy Valley Road and I-17. In the Phoenix area, I-17 carries the name Black Canyon Freeway, and the I-17 flex lanes were completed in December 2025.
Transit options sit at the same interchange. The City of Phoenix staff report for case Z-3-15-1, dated May 11, 2015, notes the Happy Valley Park and Ride with existing bus rapid transit service to downtown Phoenix, plus additional public transportation options off Happy Valley Road. The park and ride is at 24725 N 29th Ave, Phoenix. The staff report for case Z-3-A-15-1, dated January 3, 2020, also includes a bus stop pad along southbound 21st Avenue and westbound Happy Valley Road.
If you are weighing a specific address, test your own route at your own travel times rather than relying on a general statement about the corridor.
West of Norterra, the City of Phoenix Street Transportation Department is implementing safety, capacity and drainage improvements along a four-mile stretch of Happy Valley Road from 67th Avenue to 35th Avenue, a major arterial that connects commuters to Interstate 17. Before the improvements, that stretch shifts continuously between two and three travel lanes, with intermittent curb, gutter, sidewalk and raised medians and varied or absent bike lanes. That work is west of the Norterra PUD, not inside it, and it is worth knowing about if your regular driving takes you across north Phoenix.
Inside the development itself, the Norterra PUD provides bicycle and pedestrian connectivity throughout, per the City of Phoenix staff report for case Z-3-15-1 dated May 11, 2015. The PUD plan includes a pedestrian spine extending from Jomax Road to Happy Valley Road. Under the Major Amendment in case Z-3-A-15-1, dated January 3, 2020, the multi-use trail system that exists along 19th Avenue south of Happy Valley Road is to be extended up to Jomax Road along the perimeter of the development.
Trails and open space in the Phoenix Sonoran Preserve
The Phoenix Sonoran Preserve is managed by the City of Phoenix. The preserve has 36 miles of trails.
The Apache Wash Trailhead sits at the far north end of Phoenix, slightly south and east of the Carefree Highway junction with Interstate 17, and opened in November 2013. Its address is 1600 E. Sonoran Desert Drive, Phoenix. One route there is I-17 north to the Dove Valley Road exit, where Dove Valley Road becomes Sonoran Desert Drive and the signed trailhead appears on the left. There are restrooms at the trailhead but no water, and there is no fee. Hiking, mountain biking and horseback riding are allowed, and camping is not.
The Apache Wash Loop is a loop route of about 5.79 miles. It crosses Paradise Wash, travels alongside it to the Carefree Highway, then loops back toward the trailhead along Apache Wash.
The preserve also shows up in Norterra's own zoning. The Major Amendment to the Norterra PUD, case Z-3-A-15-1 dated January 3, 2020, integrates the Sonoran Boulevard Development Standards for Happy Valley Road and the Sonoran Desert Preserve guidelines along Happy Valley Road.
Retail and everyday amenities
The center offers more than 40 destinations for shopping, dining, services and entertainment, and is anchored by Harkins Norterra 14 Theatre and Dick's Sporting Goods. Other tenants include BevMo, Victoria's Secret, Best Buy, Sephora, Sleep Number, PXG Phoenix North, As You Wish Pottery and Luv 2 Play. Restaurants include Mellow Mushroom, Sauce, Pita Jungle, P.F. Chang's, Chipotle and Panera Bread. Services at the center include a cycling studio, a massage center, a playground and a pottery shop. The layout is village-like with pedestrian walkways.
The center is the subject of its own zoning case. City of Phoenix case Z-45-23-1, dated January 11, 2024, rezoned the shopping center from C-2 M-R PCD to PUD PCD to allow the existing shopping center. That staff report describes land east of the center as a multifamily residential development and vacant land zoned PUD, with a shopping center south across Happy Valley Road.
Two more location facts are useful for orientation. The center sits within five miles of Deer Valley Airport, the busiest general aviation airport in the United States. It also sits near two of the busiest highways in the state, I-17 and Loop 101.
Confirming your school attendance boundary by address
Norterra is in the Deer Valley Unified School District. DVUSD serves PreK-12 students living in and near its 367-square-mile boundary covering Phoenix, Glendale, Peoria, Anthem, New River, Cave Creek and unincorporated areas of Maricopa County, and operates 42 schools including an online academy and one alternative schooling program. Federal data lists Deer Valley Unified District with NCES District ID 0407750 in Maricopa County, with a total of 32,265 students and a student/teacher ratio of 16.83.
Verify the boundary by address, not by subdivision name. Select the icon in the upper right corner of the map, then enter your address in the map search bar to be taken directly to your neighborhood zone. DVUSD's own School Information page also provides Open Enrollment information, a Register for School page, and a Find My School Bus tool alongside the boundary maps. The district office is at 20402 N. 15th Ave, Phoenix, AZ 85027, phone 623-445-5000.
Boundaries are reviewed, so check the current map rather than an old one. A webpage at DVUSD.org/boundaries was created in May 2025 to host resources on district boundaries, including current DVUSD school boundaries and a 2024-25 demographer report. DVUSD's Long Range Planning Committee has reviewed attendance-zone recommendations in the Goldwater Region covering Sonoran Foothills School and Norterra Canyon School, and the district reports a challenge of slowly decreasing enrollment within its boundaries.
School capacity has also been part of the Norterra zoning record. Addendum A to the City of Phoenix staff report for case Z-3-15-1, dated May 21, 2015, states that Deer Valley Unified School District notified City staff it did not have the elementary school capacity to serve the maximum number of dwelling units proposed in the Norterra PUD.
What the Norterra PUD footprint includes and how to check an address
The Norterra PUD is a mixed use development: housing, retail, dining and entertainment, hotel, and offices. It is generally known as the USAA Phoenix Corporate Campus. Another 520,000 square feet is planned in the Norterra West office development, per the City of Phoenix staff report for case Z-3-A-15-1 dated January 3, 2020. The 400-acre mixed use Union Park community at the northwest corner of 19th Avenue and Happy Valley Road is adjacent to the existing retail core and USAA's Phoenix Corporate Campus.
To confirm whether a specific address is inside the Norterra PUD, work from the City of Phoenix zoning record rather than a listing description. The boundary in the City's zoning records runs from Jomax Road on the north, Happy Valley Road on the south, the I-17 Freeway on the west and 19th Avenue on the east, and the street frontages named in the Z-3-15-1 staff report of May 11, 2015 are 19th Avenue, Happy Valley Road, Jomax Road and Norterra Parkway.
Utilities in the Norterra area are APS for power, City of Phoenix for water and sewer, and Southwest Gas for gas. Norterra is a suburban neighborhood by population density located within the city of Phoenix, and many of its residences are newer, built in 2000 or more recently.
Nearby places with similar names are separate geographies. Desert Ridge is a separate Phoenix specific-plan area, Cave Creek is an incorporated town, and North Scottsdale does not have a fixed boundary in City of Phoenix mapping materials. A standalone market series for Norterra was not publicly available as of October 29, 2026, so any price figure you see attached to the name is usually drawn from a wider geography such as ZIP Code 85085.
The Bottom Line
Verify each one against the address you are actually considering, because the PUD boundary, the school zone and the ZIP Code do not all cover the same ground.
