Comparing Verrado, Buckeye, Litchfield Park and Goodyear

What to compare across Verrado, Buckeye, Litchfield Park and Goodyear for retirement: amenities, HOA structure, healthcare access, water providers and lifestyle fit.

If you are choosing between West Valley communities for retirement, compare five things in this order: the amenity package you will actually use, the HOA and district structure you will be assessed under, how far you sit from healthcare and daily shopping, who provides your water, and whether you want resort-style activity or a quieter established street. Price is the easiest of these to look up and the least likely to decide whether you are happy in year three. As of June 2026, Verrado single-family homes carried 5.22 months of supply, sold at a median of $543,000, and took 47 days on market, so you have room to be selective about the first four items.

A quick definition, because the four names in this comparison are not the same kind of thing. Verrado is a master-planned community inside the City of Buckeye, in the foothills of the White Tank Mountains, 25 miles from downtown Phoenix. Victory is the age-restricted district for residents 55 and older located within the all-ages community of Verrado. Litchfield Park is its own incorporated city in Maricopa County. Goodyear is a city, and PebbleCreek is a master-planned 55+ retirement community inside it.

Amenity packages differ in kind, not just in count

Verrado's amenities include a community center, a swim park, a golf course, 78 community parks, a dog park, and 21 miles of paths and hiking trails. Verrado Golf Club, established in 2004, is a 36-hole championship facility in the foothills of the White Tank Mountains: the Founders Course, co-designed by John Fought and Tom Lehman, and the Victory Course, designed by Tom Lehman, which opened in 2016. The club has practice facilities, pro shops, and on-site dining at the Verrado Grille and the Cliff House, and it hosts lessons and private events. Verrado also has the Heritage Swim Park, The Center on Main with a fitness facility and meeting and event rooms, and The Big Patio for community events. Main Street has over 26 businesses.

Victory's amenity set is separate and age-restricted. The Victory Club sits above the desert floor with valley views, private pools and fitness, a spa, The Vic Bar with a demonstration kitchen, and a hillside vineyard. Its facilities include a Life Performance Center, a movement studio and yoga lawn, locker rooms, three cascading resort-style pools, a separate lap pool, four tennis courts, eight pickleball courts, bocce ball, and a sports den with billiards.

PebbleCreek in Goodyear is a master-planned 55+ retirement community near Buckeye, Surprise and Litchfield Park, with championship golf, pickleball, tennis, fitness centers, a dog park and restaurants, plus activities, classes and clubs. Fitness classes are held at the Tuscany Sports & Aquatics Complex. The Tuscany Clubhouse includes a 332-seat Renaissance Theater, a banquet room, ballroom, auditorium, and multipurpose activity rooms.

Litchfield Park does not sell itself on a private club. The City of Litchfield Park describes itself as a planned residential community with a small-town atmosphere and a casual lifestyle, 16 miles west of downtown Phoenix.

If organized social programming is the reason you are moving, the theater, clubs and classes at PebbleCreek and the Victory Club amenities in Verrado are the concrete things to tour.

HOA and district structure is the line item buyers underestimate

Verrado is governed by more layers than a single HOA. Verrado Community Association, Inc. is an Arizona nonprofit corporation that exists to own, operate and maintain common areas and community improvements. The Verrado assessment and fee schedule covers three bodies: Victory District Association, Inc., Verrado Assembly, and Verrado Community Association, Inc. If you buy in Victory, you are inside the Victory district as well as the wider community, so ask for all three schedules before you write an offer.

Verrado is a planned development adjacent to the White Tank Mountains in the City of Buckeye, Maricopa County, planned in multiple phases, and it is a mixed-use planned community whose approved Community Master Plan is on file with the City of Buckeye. A Community Facilities District is standard for master-planned development in Buckeye and across much of the West Valley, so treat a CFD as something to confirm on the specific parcel rather than something that distinguishes one master plan from another.

PebbleCreek runs its own structure.

Litchfield Park is the structural outlier.

Healthcare, shopping and the drive to Phoenix

Abrazo West Campus is an acute-care community hospital at 13677 West McDowell Road in Goodyear, founded in 2003, designated a Level 1 Trauma Center by the American College of Surgeons and the state of Arizona, with 179 staffed beds. Abrazo Buckeye Emergency Center is a 14-bed emergency center in Buckeye, operated and staffed by Abrazo West Campus with 24-hour care.

The 24-bed inpatient rehabilitation hospital is in the two-story Abrazo Litchfield Medical Building at 1375 N. Litchfield Road.

On driving: Verrado is reached from downtown Phoenix by taking I-10 west to Verrado Way, exit 120, and sits 25 miles from downtown. Litchfield Park is 16 miles west of downtown Phoenix, and the City of Litchfield Park names I-10 and Loop 303 as its nearby highways. Drive times to Phoenix Sky Harbor are not published in these figures, so measure the trip yourself at the hour you would actually fly, in both directions.

Water and utility providers are not the same from community to community

This is the comparison most buyers skip, and in Buckeye it is the one that changes who you call when something breaks. Verrado's water is supplied by EPCOR using a combination of renewable Central Arizona Project surface water and other non-renewable supplies. EPCOR Water Arizona, Inc. is a privately regulated water provider serving Verrado and adjacent areas within EPCOR's Agua Fria Water District. A water reclamation facility was built on the southeast corner of Verrado to meet the community's irrigation and golf course needs.

The City of Buckeye states that the majority of its residents receive water from Buckeye's Water Resources Department, and that two additional water providers operate within the city, including EPCOR Water. Verrado residents report water leaks to EPCOR customer service rather than to the city. Some residents live in the City of Buckeye, get water from a private utility such as Arizona Water Company or EPCOR, and still receive wastewater and sewer service from the City of Buckeye. In Verrado, trash and recycling come from the City of Buckeye, EPCOR provides water, and electric, gas, cable and internet come from independent providers.

Two items worth asking about on a Victory purchase. An Arizona Department of Water Resources notice dated January 28, 2025 covers an application to assign the Certificate of Assured Water Supply for Verrado Victory District Phases 10A and 10B, with EPCOR Agua Fria as the provider. A city pre-application shows EPCOR plans to build a 1.5-million-gallon prestressed concrete ground storage reservoir at its Water Plant 16 by the end of 2026, as part of system expansion in the Agua Fria Water District.

Lifestyle fit comes down to resort programming versus an established street

Verrado is the newest of the four as a built environment. Construction began in the summer of 2002, the first residents moved in during the summer of 2004, and the grand opening was January 24, 2004. It has been under active development since 2004 and still has significant land remaining in 2026. Verrado is the largest suburban community in Metropolitan Phoenix built on New Urbanism principles, with tree-lined streets and a walkable Main Street, and its name derives from the Spanish verdad. Verrado is a DMB Associates, Inc. development.

Litchfield Park is the established one. It was founded in 1916 when Goodyear Tire and Rubber bought farm land to grow Egyptian long-staple cotton for tire cords, and in 1964 Goodyear created the Litchfield Park Land and Development Company to expand it into a 90,000-resident community. Its 2020 Census population was 6,847.

Goodyear gives you both ends. PebbleCreek is a purpose-built 55+ resort community.

Walkability is the practical split. Verrado's Main Street puts over 26 businesses within a short walk or golf cart ride. Litchfield Park's pitch is a small-town atmosphere across 3.2 square miles. Tour both on a weekday evening and see which one you want to be in after dinner.

How the four markets compared in mid-2026

Months of supply is how long it would take to sell every home currently listed at the current pace, and six months is generally considered balanced. Days on market is the median time from listing to going under contract. The share of asking price is what homes actually sold for against what they asked.

At 2.4 months of supply, PebbleCreek is the tightest of these four, and a buyer there should be pre-approved before touring. At 5.22 months in Verrado and 5.02 months in Litchfield Park, you have more time to compare communities before committing.
